RELIEF WORKS UNDERTAKEN BY THE DEPARTMENT
The state of Sikkim was rocked by a 6.8 magnitude earthquake at 6.10 pm IST on 18th September 2011. The impact of the earthquake was felt all over the state but in particular the North district which was completely cut off from the rest of the state. To mitigate the suffering of the people, the Department of Food, Civil Supplies & Consumer Affairs Department supplied essential commodities to all the affected areas and in particular the North district from their depots at Rangpo/Gangtok and Jorethang/South Sikkim. The Department transported essential commodities from Gangtok Libing Helipad to Lachen and Lachung by defence chopper which was then dropped at Bay, Thulung Gumpa and Sakyong Pentok. The Department also provided rice for the earthquake victims in the other three districts which were distributed through the District authorities. Besides rice commodities like daal, cooking oil, salt, biscuits, maggies, candles, mineral water etc was also provided by the Department.
A massive landslide occurred at Shyo Bhir,Mantam Upper Dzongu,North Sikkim on 13.08.2016 at 1:30 P.M which had created a flood like situation destroying total network in terms of road, bridge, power and telephone to the 14 villages of Tingvong,Sakyoung Pentong and Lingthem Lingdem Gram Panchayat Units of Upper Dzongu North Sikkim.
The Department of Food & Civil Supplies & Consumer Affairs Government of Sikkim extended relief to the affected families in the following ways:
A total of 78 Quintals of PDS Rice was transported by means of air and road of which 29.5 quintals of Rice was distributed as relief and the remaining was stocked as advance and buffer allocations to these villages.
The Department with the approval of the Government distributed free Rice @ 35 Kgs. Per Household to the 493 affected families of 14 villages through the Panchayats for a period of 03 months from October 2017 to December 2017 which accounted for a total of 172.55 Kgs of rice per month.
The Department in collaboration with the North District Administration stored buffer stock of Rice for a period of 06 months at the private premises identified at Tingvong and Mantam.
The devastating landslide that occurred in the intervening night of 11.09.2017 affected number of families at Moonew Goan under Daramdin Constituency in West Sikkim. The incessant rain triggered the flow of streams which eventually swept the habitats of some villagers and posed threat to the nearby occupants. As per the reports of the SDM, Soreng, around 30 households were affected and were shifted to safer places.
Shri N.K. Subba, Hon’ble Minister, FCS & CA. Department paid a visit to the affected areas and assessed the damaged caused by the landslides on 14.09.2017. Hon’ble Minister distributed 8.5 qtls of Rice, Blankets, Vegetable Oil and other relief materials to the affected families. A total 40 qtls of Rice was distributed free of cost to the affected beneficiaries.
The department liaised with the FCI and IOCL officials to ensure smooth and safe passage of foodgrains, other essential commodities and petroleum products during the bandh. The stocks available under PDS and Open Market were monitored on daily basis and reports were sent to the office of the Chief Secretary, Principal Secretary to HCM, and Home Ministry through the Home Department Government of Sikkim. Several rounds of meeting were held with the wholesaler and retailers to ensure that there is no black marketing, hoarding and undue price escalation.
