The activities and the expected outcomes under Component –II of the “End-to-End computerization of PDS comprises of Fair Prices Shop Automation which involves installation of electronic Point of Sale Devices (ePOS) at the Fair Price Shops.

FPS Automation aims to achieve this computerization by providing a medium to record and transmit the transactions made at the FPS. FPS Automation also intends to authenticate the beneficiary to ensure that the commodity issuance is actually happening to the intended beneficiary by biometric authentication with UIDAI server.

It is essential to monitor the transactions at FPS with technology for transparency. If the beneficiary can view the current stock status at FPS and probe into the transactions happening at FPSS, the process would be more transparent. This approach will aid by

  • Keeping track of FPS transactions
  • Shopkeepers cannot fake and deny availability of food grains to beneficiary
  • To probe into the pattern of sales at each FPS

The project requires automation of Fair Price Shops by way of installation of Point of Sale Devices in all the 1421 Fair Price Shops of the State. Fund to the tune of Rs.1,44,87,880/- availed from UIDAI.

Request for Proposal (RFP) for Selection of System Integrator for Supply and Maintenance of POS Device, Application Customization, Installation, Integration with TPDS Software and Automation of FPS was floated by the department and the most competitive bidder “M/s. Linkwell Telesystems Pvt. Ltd., Hyderabad” was awarded the work. Since the fund availed from UIDAI was sufficient for procurement of 109 POS devices only 78 POS Devices have been installed in the FPS of North District and 31 POS Devices in FPS falling under Makha Food Godown of East District after duly conducting the Final Acceptance Test (FAT) and User Acceptance Test (UAT).

Hon’ble Minister for Food, Civil Supplies and Consumer Affairs Department officially launched the POS Device in M/s. Renuka Dahal FPS located in Housing Colony, Tadong on 16.11.2017.

Detailed Project Report to cover the remaining 1312 numbers of FPS is being prepared for availing the required fund from various funding agencies.

Online transactions done through the 109 ePOS devices installed are being reflected in the Annavitran Portal which is monitored by the Ministry of Food and Public Distribution, Government of India.

In keeping with the directives of the Central Government for promotion of use of less cash and digital payment Mechanism for day to day financial transactions, the department had also started implementation of Aadhaar Enabled Payment System (AePS) in PDS. For doing so the department has achieved the following:-

  1. Aadhar Seeding with Ration Card- NFSA 89.26%

-Non NFSA 85.39%

  1.   Bank Account Seeding - NFSA 53.39%

                                                 - Non NFSA 34.8%

  1. Mobile Seeding  -  42668 numbers of Ration Cards have been seeded
