STATE PROJECT MANAGEMENT UNIT UNDER END-TO-END COMPUTERISATION

The project on End-to-End Computerisation of TPDS operations involves techno-administrative activities from State to Godowns to the block/FPSS level. Hence a State Project Management Unit (SPMU) has been set up in the department for overall implementation of the scheme in the state with its role& responsibilities as hereunder:

  • Assess the activities and Information Communication and Technology (ICT) accomplished and yet to be undertaken by State.
  • Close coordination with stakeholders including NIC, System Integrators, FCI etc.
  • Preparation of hardware/software requirements, technical specifications and RFP for selecting an Implementation Agency for procuring IT infrastructure and other required services.
  • Support State Government for Common Application Software (CAS), obtain feedback/approvals from State Govt. and communicate the same to NIC’s software development team.
  • Support in conducting Standardization Testing and Quality Certification (STQC) audit for the Targeted Public Distribution System (TPDS) solution.
  • Support for User acceptance Testing (UAT) of the application software and coordinate with NIC for software development.
  • Monitoring, evaluation and impact status and progress of activities under the scheme, assess training needs of FCS&CAD staff & officers, hardware/software deployment and installation at various locations in the State and updating of data.
  • Identify the issues and risks and provide mechanism to resolve them.
  • Close supervision of Vendors and System Integrators on implementation of End to End Computerization of TPDS and Automation of Fair Price Shops.
  • Assess availability of bandwidth for locations covered under the scheme.
  • Support the department in preparing publicity and awareness campaigns.
  • Report status of activities to concerned officers on weekly/monthly basis.
  • Support undertaking assessment of the project as per scheme provisions.
